Today, artificial intelligence is being developed and deployed faster than laws, institutions, and public understanding can keep up. A small number of companies control the data, and talent needed to build AI systems, giving them outsized influence over technologies that are reshaping labor markets, information ecosystems, and decision-making in areas like healthcare, criminal justice, and education. What role should government play in ensuring that AI development serves the public interest rather than concentrating power and risk in the hands of a few? How do we build regulatory and civic structures that promote innovation while protecting equity, safety, and democratic accountability?

Governments and communities need a way to manage the rapid growth of AI because its increasing concentration of power, wealth, and decision-making could create societal problems similar to those experienced during the Gilded Age.
